PAPER
The book would need to either be printed on all coated paper (treated for printing) or on a large scale printer that uses dry ink to sit on top of the paper rather than wet ink that sinks in.
Looking for coated coloured paper had very few resutls, most coated papers are white or in varying shades of white. A search engine (found here) did provide some of the better results:

The range of colours was very small so would need to either rethink the colour scheme or use an alternate printers to get the printing professionally done.
PRINTING
As the book is made entirely out of tip-ins with not all aligning to either the top or the bottom of the book each tip-in would be placed into the book by hand. This greatly increases the cost of the book so it would definitely be a small series of prints at a higher cost. Again the duplexing of the pages would also run the costs up.
- If it was going to be mass produced having the page size smaller, as well as having the tip-ins all align to either the top or the bottom of the page.
- Could also think about not having a hardback cover and binding in a cover to the book? This would reduce the impact of outside vs inside juxtaposition.
